Ukraine demands further explanations from Russia concerning its military activities near the state border with Ukraine

Ukraine and the Russian Federation are parties to the OSCE Vienna Document 2011 on Confidence-and Security Building Measures, which provides for a series of steps aimed at improving the stability and reducing the threat of conflict.

Section III of the Vienna Document provides its participating states the possibility to transmit a request to each other for clarifications on unusual military activities that cause a concern.

In this regard, Ukraine once again exercised its right and sent the Russian Federation on July 30, 2014 through OSCE communication channels a request with the requirement to explain the purpose of accumulation of forces and means of the Russian Armed Forces near the state border of Ukraine. The request provides irrefutable evidence of recent reinforced military presence of Russia. Particularly alarming is the fact of starting from July, 29 of a large-scale three-day tactical flight drills in Rostov and Stavropol Territory. According to the Defense Ministry, it is planned during the drills to launch unguided combat missiles and "to train to eliminate Airborne of an imaginary enemy, as well as provide fire support for advancing mechanized infantry and tank units."

It is stated in the request that Ukrainian territory is still being shelled from the territory of the Russian Federation. Russian military equipment as well as unmanned aerial vehicles continue to commit violations of the state border of Ukraine. The Russian side continues to supply the pro-Russian terrorist groups operating in the Donetsk and Lugansk regions with arms and military equipment (including heavy equipment, air defense systems, multiple launch rocket systems fire, etc.).

In this regard, Ukraine urged the Russian Federation to take urgent measures to put an immediate halt to the illegal actions.

Under the provisions of the Vienna Document, the Russian side will provide an answer to the request of Ukraine within 48 hours, that is approximately no later than 23:00 August 1, 2014.
