Political relations between Ukraine and the Republic of Rwanda

Republic of Rwanda recognized Ukraine as an independent state on May 7, 1993. The protocol on establishment of diplomatic relations was signed on 8 September 1993.

Ukraine and Rwanda do not have diplomatic missions in Kyiv and Kigali respectively.

The Embassy of Ukraine in the Republic of Kenya that was established in Nairobi in January 2004 is also responsible for relations with Rwanda. Since November 7, 2018 Ambassador of Ukraine to the Republic of Kenya is H.E. Mr. Andrii Pravednyk (presented Credentials on December 5, 2018). Andrii Pravednyk is also expected to be accredited to Rwanda.

The functions of Rwanda’s accreditation to Ukraine are performed through Rwanda’s Embassy in Berlin. Ambassador of Rwanda to Ukraine is Igor Caesar. He presented his Credentials to the President of Ukraine (Petro Poroshenko) in June 2017.

There are currently no high-level bilateral commissions. At the same time, Rwanda demonstrates a desire to develop bilateral relations with Ukraine, which manifests itself in willingness to maintain its dialogue with Ukraine at the highest level.

Deliberations with the leadership of Rwanda, namely its President and Minister for Foreign Affairs, testified Rwanda’s intention to develop and deepen cooperation with Ukraine in such fields as medicine, education, agriculture, machinery, chemical industry.

Concluding of the bilateral agreements should be the basis for establishing cooperation between the two countries.

To date, only the Protocol on the Establishment of Diplomatic Relations has been signed between the countries. Both sides are also revising draft agreement between the Ministry of Education and Science of Ukraine and the Ministry of Education of the Republic of Rwanda on cooperation in higher education. Meetings between the government representatives showed mutual interest in concluding a number of bilateral agreements (avoidance of double taxation, protection of investments, air services, cooperation between trade chambers).

Positive development of Ukraine-Rwanda cooperation has also been observed within the framework of international organizations, in particular through mutual support of the candidatures within the United Nations system.

The leadership of Rwanda, particularly at the highest level, has repeatedly expressed its support for the sovereignty and territorial integrity of Ukraine.
